The device (1) has a cleaning instrument (2) e.g. automobile rim cleaning brush, equipped with a handle (3) that has an end (30) connected to a complementary tubular end (20) of the instrument. A cleaning liquid tank (8) is connected to a dispensing unit that dispenses the cleaning liquid toward a surface to be cleaned across the instrument. A reversible coupling unit couples the instrument with the handle so as to allow interchangeability of the instrument. The coupling unit is arranged so as to allow fast and sealed assembling of the handle with the instrument. An independent claim is also included for a cleaning liquid and/or disinfectant cartridge introduced into a body of handle of cleaning device.
