The assessment creation tool comprises a user interface comprising a main viewing area for presenting pages, at least one of the pages representing an assessment question and at least one of the pages representing an assessment cover page, and a secondary panel presenting user selectable controls for controlling the properties and view of the assessment question; program code responsive to input resulting from user interaction with one or more of the selectable controls and changing the properties and/or view of the assessment question accordingly; and program code for automatically updating the assessment cover page upon addition or removal of an assessment question.
