<P>PROBLEM TO BE SOLVED: To provide an actuator using a magnetic circuit compactly capable of generating a strong magnetic field in a simple configuration. <P>SOLUTION: The magnetic circuit includes: a yoke 1 having loop sections 2 capable of forming a magnetic field in a loop; stationary magnetic field application means 4 for applying a stationary magnetic field to the loop sections; and variable magnetic field application means 7 capable of applying a variable strength magnetic field to the loop sections, and the loop sections have a magnetic field concentration section 3 narrower than the other portions.
