<P>PROBLEM TO BE SOLVED: To provide conductive toner, functions of which are not inhibited by fracture of irregularly-shaped metal powder in kneading in a process of developing electrophotography or electrostatic printing, and has excellent conductivity as a conductive pattern, as well as a developing method using the conductive toner. <P>SOLUTION: Developer includes both conductive toner and a carrier, the conductive toner having a structure having metal powder dispersed into a thermoplastic resin, and obtained by the dispersion of the metal powder in solution of the thermoplastic resin at normal temperature. The developer is carried on the surface of a developer conveying member to which development bias potential is applied, and conveyed to the surface of an electrostatic latent image carrier.
