PROBLEM TO BE SOLVED: To provide a sound insulating floor panel which can reduce an impact sound generated by an applied impact.

SOLUTION: In a sound insulating floor panel 11, a cement-based hollow panel 13 has a hollow part 14, and a vibration absorption bag body 17, formed by filling a bag body 16 with a granular material 15, is fitted to the hollow part 14. A volume, as an aggregate, of the granular material 15 filling the bag body 16 is 50-95% of a capacity of the bag body 16 in a state of being fitted to the hollow part 14.
