The method comprises: when a group corresponding to a first group identifier has an updated group message, receiving a message sent by a public data network and corresponding to the first group identifier, the message being the updated group message or a group message notification; sending to a core network node the message corresponding to the first group identifier, so that the core network node sends the message to an RNC and the RNC acquires, according to the first group identifier, an instructive bit and time information with respect to sending of the message; sending to a NodeB the first group identifier, the instructive bit, the time information and the message, and instructing the NodeB to set a bit according to the instructive bit and send, according to the time information, the instructive bit, the first group identifier and the message to UEs covered by the NodeB and corresponding to users in the group corresponding to the first group identifier. The technical solution of the present invention can effectively improve the efficiency that an application server sends a message to each UE in a group.
