The present invention is an aqueous liquid composition containing a water-containing aqueous medium, a polymer having a hydroxyl group and/or an amino group, and a phosphonobutane tricarboxylic acid. The present invention makes it possible to provide an aqueous liquid composition with which it is possible to form a functional coating film that: contains inexpensive and environmentally friendly materials; maintains the proper degree of viscosity even when stored for a long period of time; exhibits excellent adhesion to substrates, durability, solvent-resistance and water-resistance; and also exhibits numerous properties including conductivity and hydrophilicity.
