The present invention is: a coating composition for forming a gas barrier layer, the composition being configured such that a hydroxy polyurethane resin made by reacting, at a functional group equivalence ratio of 0.8-1.25, a specific compound having at least two five-membered cyclic carbonate groups and a compound having at least two amino groups is formed as a main ingredient; a gas barrier film, which is made from a single layer or from a plurality of layers, at least one of the layers constituting the film having gas barrier properties, and the at least one layer being formed from a polyhydroxy urethane resin having a specific chemical structure; and a method for producing a gas barrier film. The present invention provides a coating composition for forming a gas barrier layer, a gas barrier film, and a method for producing a gas barrier film whereby the use of a specific hydroxy urethane resin makes it possible to readily achieve superior workability and reduced environmental load, with little change in gas barrier properties relative to humidity and without the occurrence of harmful gas during incineration.
