<P>PROBLEM TO BE SOLVED: To improve convenience in operation and maintenance of a fixed-length file. <P>SOLUTION: To generate a fixed-length file 12a, a record definition document input/storage processing unit 10d inputs, with an input device or online, a record definition document created as a text file and defining format information on a record including an item name, type and size of the record in the fixed-length file, and stores the record definition document in a storage device. Then, a record definition generation tool execution processing unit 10c reads the record definition document from the storage device, and generates a record definition program to be used for generating the fixed-length file in a format in accordance with the read record definition document.
