Provided are: a tire that has a small loss tangent (tand) difference between a tire tread outer surface and central positions; a tread for a retread tire that has an even vulcanization degree at a whole tread rubber area; a tire comprising the tread; and a method for manufacturing the same. The tire of the present invention satisfies the following formula: -0.05 ? (tanda - tandb) / tandb ? 0.05 where (tanda) denotes a 2%-strain loss tangent at 25? at a part (a) within 1 mm from the tire tread outer surface in a direction perpendicular to the tread, and (tandb) denotes a 2%-strain loss tangent at 25? at a part (b) within 2 mm from a center position between a tread part outer surface and a bottom surface in the direction perpendicular to the tread.
