<P>PROBLEM TO BE SOLVED: To make a penetration part surely hold a protector, and to easily attach the protector to the penetration part. <P>SOLUTION: In this webbing winding device 10, since tension acting on webbing at the operation of a pretensioner mechanism is smaller than that at the operation of a force limiter mechanism, a protrusion dimension L1 of a first claw 34 and a protrusion dimension L2 of a second claw 36 are made small compared with protrusion dimensions of a second abutting part 40A and a second abutting part 40B. Here, the total sum of areas abutting on first abutting parts 38A, 38b and bodies 25 of second abutting parts 40A, 40B is larger than the total sum of areas abutting on the first claw 34 and the body 25 of the second claw 36. By this arrangement, the first claws 34, 36 are assembled by inserting them into penetration holes 26 from the lower side of a stay 24. At this point, the protrusion dimension L1 and the protrusion dimension L2 can be made small, so that the warpage of the protector 30 can be made small.
