PROBLEM TO BE SOLVED: To provide an LED driving device and an LED illuminating device capable of stabilizing light emission of an LED load and being miniaturized.

SOLUTION: An LED driving device 1 converting an AC input power into a desired DC output power and supplying it to an LED load 2 has: an on-off controlled switching element Q1; a ripple current reduction part 3a connected in series to the LED load 2 and reducing a current ripple flowing in the LED load 2; and a control circuit CNT on-off controlling the switching element Q1 based on a feedback voltage at a connection point between the LED load 2 and the ripple current reduction part 3a to control the DC output power to a predetermined value.
