Disclosed is a navigation device provided with: a traveling route estimation unit (1) that estimates a traveling route along which a moving body advances in a predetermined range from a current position; a first advisory speed arithmetic unit (10) that calculates the advisory speed on the basis of road condition information indicating road conditions in road sections on the traveling route estimated by the traveling route estimation unit (1); and a second advisory speed arithmetic unit (20) that calculates the advisory speed between the road sections for which the advisory speed is calculated by the first advisory speed arithmetic unit (10) in accordance with a predetermined speed change function.
