<P>PROBLEM TO BE SOLVED: To improve security without limiting the number of additional electronic keys in an electronic key registration system. <P>SOLUTION: When all ID codes ID1-ID5 stored in an on-vehicle device 20 are "used", a new ID code ID6 can be stored. Thus, a new ID code is prevented from being fraudulently stored though all the ID codes ID1-ID5 are not "used".
