PROBLEM TO BE SOLVED: To provide toner for electrostatic charge image development that prevents low-temperature fixability from being hindered and maintains good transferability.

SOLUTION: Toner for electrostatic charge image development includes toner particles and resin particles. The resin particle is embedded in the toner particle in a state a part of the resin particle projects out of the surface of the toner particle, consists of a core part containing a non-crosslinking resin and a coating layer containing a crosslinking resin, has a toluene insoluble matter content of 10% by mass or more and 70% by mass or less, and has the volume average particle diameter of 200 nm or more and 400 nm or less.
