<P>PROBLEM TO BE SOLVED: To allow information effective in reducing power consumption of a DRAM to be obtained. <P>SOLUTION: When a duration time period Tn of a non-access state of a DRAM30 has become preset first and second mode transition time periods Tm1 and Tm2, a command is issued to a memory control section 42 such that a mode of the DRAM30 is switched to an operational mode for low power consumption. When an access request to the DRAM30 has been detected under a power saving state in which the mode of the DRAM30 is the operational mode for the low power consumption, a command is issued to the memory control section 42 such that the operational mode for the low power consumption thereof is cancelled.
