PROBLEM TO BE SOLVED: To provide a membrane electrode assembly improved in durability.

SOLUTION: A membrane electrode assembly 20 includes: a polymer electrolyte membrane 12; an anode catalyst layer 14a and a cathode catalyst layer 14b which hold the polymer electrolyte membrane 12; and a metal layer 13a between the polymer electrolyte membrane 12 and the anode catalyst layer 14a and/or a metal layer 13b between the polymer electrolyte membrane 12 and the cathode catalyst layer 14b, on a surface of the polymer electrolyte membrane 12.
