PROBLEM TO BE SOLVED: To easily create a traceability matrix.

SOLUTION: An extraction part extracts both a first character string group equivalent to a predetermined character string group shown in a first language, and a second character string group equivalent to a predetermined character string group shown in a second language from a character string arranged in each node, in a tree structure of character file that is obtained by analyzing character strings included in the character file in accordance with a mutual relationship. An arrangement state calculation part calculates an interrelated influence of each character string included in the first and second character string groups, from an arrangement state in the tree structure. A similarity calculation part calculates a similarity that shows a level of relationship of a second character string included in the second character string group to a first character string included in the first character string group, on the basis of the influence. A conversion part converts the first character string in the character file into the second character string with the highest similarity.
