PROBLEM TO BE SOLVED: To provide a band guaranteed packet transmission network in which communication resources can be used efficiently.

SOLUTION: A network monitoring device comprises: off-set value calculation means for calculating an off-set value with respect to a band monitor reference, on the basis of information on the giving or deletion of additive data, a band monitoring range for each packet communication apparatus, and the band monitor reference serving as a reference of a guaranteed band; and setting instruction means which instructs each packet communication apparatus constituting a packet communication network to set the off-set value calculated by the off-set value calculation means.
