<P>PROBLEM TO BE SOLVED: To provide a tape feeder capable of ensuring the component suction accuracy in a configuration where a peeling member for peeling a cover tape partially from a carrier tape is provided in a tape guide, and to provide a tape attachment method in the tape feeder. <P>SOLUTION: When a cover tape 15e is peeled off from a carrier tape 15 by a cover tape peeling mechanism 50, a bent cover tape 15e is pressed against a guide surface 32s from the lower surface side and the cover tape 15e is folded planarly for a base tape 15a, in a process of bending one side toward the other side by abutting the cover tape 15e peeled off from the base tape 15a by means of a peeling tip 51f against a concave conical surface 52c.
