Provided are a device and a method for realizing processing that enables control of pixel centers when a reduced pixel count image is generated in an image pick-up device. The device comprises the following: a pixel unit that outputs a pixel addition signal constituting output pixel signals from pixels having different sensitivities added together; and a pixel information synthesizing unit that conducts weighted addition where a plurality of pixel addition signals output from the pixel unit are multiplied by a preset gain, and that calculates the structural pixel value of the reduced pixel count image which has a smaller total pixel count than the pixel count of the pixel unit. Control of the pixel center position of the pixels that constitute a reduced pixel count image is carried out according to the pixel addition signal generation processing of the pixel unit and the weighted calculation processing of the pixel information synthesis unit. For example, conducting center position control so that the pixel center positions of the pixels that constitute the reduced pixel count image are disposed evenly throughout the pixel unit. This processing enables generation of high quality images in which the occurrence of jaggies and the like is suppressed.
