Provided is a layout design method and the like that enables the layout of a rainwater storage and infiltration facility to be designed in a short time, even by someone with no knowledge of rainwater storage and infiltration facilities. A layout design device (30) creates the basic configuration of a rainwater storage and infiltration facility (S101), disposes constituent elements other than unit materials (S102), and inputs setting information for the rainwater storage and infiltration facility (S103). On the basis of the created basic configuration, the disposed constituent elements and the input setting information, the layout design device (30) calculates the layout for the unit materials and calculates the layout for all the constituent elements of the rainwater storage and infiltration facility (S104), and outputs a CAD file (S105).
