The embodiments of the present invention provide a Packet Data Network (PDN) connection establishment method and equipment. The method includes: the first gateway receives a PDN connection establishment request, wherein the first gateway is the gateway corresponding to the first PDN gateway information stored in a Home Subscriber Server (HSS); the first gateway acquires the second PDN gateway information so that the second gateway establishes a PDN connection with an access gateway network element, a mobility management entity, or a service gateway, wherein the second PDN gateway information corresponds to the second gateway which establishes a PDN connection before the handover process. The PDN connection establishment method and equipment provided by the embodiments of the present invention ensure the normal implementation of the UE handover procedure between a 3GPP access network and a non-3GPP access network, and ensure the normal operation of the service.
