<P>PROBLEM TO BE SOLVED: To improve the efficiency of input work for creating inspection data used for electrically inspecting a component-mounted board. <P>SOLUTION: A data creation device includes: a processing unit for creating inspection data including point information indicating an inspection point for input and output of an electric signal in electric inspection performed on a component-mounted board having electric components (resistors R1 to R8) on a circuit board, the point being selected from prescribed points (P1a to P7b) prescribed on wires (W1 to W7) of the component-mounted board; and a display control unit for displaying a first layout drawing illustrating the layout of the wires and the electric components on a display unit 12.
