<P>PROBLEM TO BE SOLVED: To provide an appropriate wireless connection service. <P>SOLUTION: The wireless terminal device has a first connecting right for making a connection to a base station concerning a first communication carrier. When a USIM information rewriting control part 230 controls the wireless terminal device to set a second connecting right for making a connection to the base station concerning a second communication carrier when providing services to the wireless terminal device. For example, after transmitting a first content containing setting information relating to the second communication carrier through the base station concerning the first communication carrier, the USIM information rewriting control part 230 controls the wireless terminal device to set the second connecting right when receiving a connection request based on the setting information. A service provision part 220 provides services to the wireless terminal device where the second connecting right is set through the base station concerning the second communication carrier.
