<P>PROBLEM TO BE SOLVED: To perform recommendation of a comment to a user providing a commodity or service on the basis of whether a comment has been submitted to a communication service in association with the commodity or service by the user providing the commodity or service. <P>SOLUTION: A submission comment history data management part 40 associates a comment submitted to a communication system by a user with a commodity or service provided by the user. A recommended comment list page management part 44 provides a new comment corresponding to the commodity or service associated with the submitted comment to the user.
