A management station (10) is provided with: a transmission unit (11) and a reception unit (12) which communicate with a slave station; a delay time measurement unit (16) which transmits a delay time measurement frame to each slave station, receives a response frame from each slave station in response to the delay time measurement frame, measures the elapsed time from the transmission of the delay time measurement frame to the reception of the response frame, and calculates 1/2 of the elapsed time as a delay time of the slave station; and a delay detection unit (19) which assesses, with respect to each slave station, whether a delay occurs in a slave station by comparing the delay time calculated by the delay time measurement unit (16) and a delay assessment value obtained by averaging the delay times calculated in the past regarding the slave station, and, when a delay occurs in the slave station, specifies the position of a delay element using connection configuration information indicating the connection state between communication devices in a network. |
