PROBLEM TO BE SOLVED: To more appropriately determine a range in which a deblock filter is to be applied.

SOLUTION: There is provided an image processing device that comprises: a decoding unit that decodes a coded stream to generate an image; a determination unit that determines whether to apply a deblock filter to each line orthogonal to a boundary within blocks mutually adjacent across the boundary in the image generated by the decoding unit; and a filtering unit that applies the deblock filter to each line to which the determination unit determines to apply the deblock filter.
