<P>PROBLEM TO BE SOLVED: To provide a heat exchanger using water latent heat consuming less power, high in water vaporization efficiency, including no water in exhaust air, needing no refrigerant circuit or the like, and easy to maintain, and to provide an air conditioner using the heat exchanger. <P>SOLUTION: The heat exchanger using water latent heat includes a cooling layer for cooling by vaporizing water, and a heat exchange layer for exchanging heat with the cooling layer. The cooling layer includes a storage layer for being supplied with water and temporarily storing the water, and an air distribution layer for being supplied with air and discharging the air. Both layers is partitioned by a moisture permeable layer made of a moisture permeable waterproof material for getting only water vapor through, therebetween. Air supplied by water vaporization is cooled and the heat exchange layer is airtightly adjacent to the cooled air distribution layer via a metal plate. Inside of the layer gets external air through while exchanging heat to cool the external air, and thereby supplying air.
