<p><P>PROBLEM TO BE SOLVED: To provide a plant monitoring control system for achieving proper guidance when a complicate operation procedure is included, or even when an operation sequence is changed by an operator. <P>SOLUTION: An operation selection result database 114 of a recommended operation selection device 110 is configured to adapt similarity between a series of operations performed till this time and individual operations registered in a personal operation database 111 by a pattern matching method on the basis of the past plant data accumulated in a plant measured value database 150 and operation history data accumulated in an operation history database 160.
