A light-emitting (130) device including: a base (140) which is translucent; a semiconductor light-emitting element (150) provided on the base (140); a sealing member (160) for sealing the semiconductor light-emitting element (150) and including a first wavelength conversion material (161) for converting a wavelength of light emitted by the semiconductor light-emitting element (150) to a predetermined wavelength; and a groove (145) provided on a side of the semiconductor light-emitting element (150), recessed from a top surface of the base (140) on which the semiconductor light-emitting element (150) is provided or a back surface of the base (140) which is a surface opposite to the top surface, and for holding a second wavelength conversion material (162) for converting the wavelength of the light emitted by the semiconductor light-emitting element (150) to the predetermined wavelength.
