<P>PROBLEM TO BE SOLVED: To provide a new bismuth or antimony compound and a catalyst for cyclic carbonate synthesis comprising the new compound. <P>SOLUTION: The new compound is represented by general formula (I) (wherein M is bismuth atom or antimony atom; X is an iodine atom, a 1-20C alkoxy group or the like; R<SP>1</SP>, R<SP>2</SP>, R<SP>3</SP>and R<SP>4</SP>are each a hydrogen atom or the like).
