<p><P>PROBLEM TO BE SOLVED: To seat a physically weak person preferentially in a vehicle. Ž<P>SOLUTION: This system is provided with: a priority seat card 111 which is issued by a public agency to the physically weak person and records information of the person on an IC card; a priority seat which is prepared by making a part of passenger seats of a vehicle foldable and which is stored when unused and opened only when used; an IC card reader 507 which is located near the priority seat, reads recorded information of IC card when the priority seat card is held up and performs priority seat control to change the priority seat into an open status from a storage status when the priority seat card is read normally and not used improperly; a priority seat management server 218 in a crew's cabin which does not allow the IC card reader to open the storage status of the priority seat for an unauthorized use of the priority seat card if the case correspond to any of the cases when the priority seat card and a lost card are in agreement, when expiration date runs out and when duplicate use; and a management server 191 in a station office which transmits information on a lost priority seat card to a priority seat management server.
