PURPOSE: A transmission power controlling method and an apparatus thereof are provided to efficiently control terminal transmission power in case a transmission power is restricted. CONSTITUTION: In case a required power of a terminal exceeds maximum transmission power of a terminal, a controlling unit(720) determines whether a plurality of HARQ(Hybrid Automatic Repeat reQuest) processes is executing. In case a plurality of HARQ processes is executing, the controlling unit reduces transmission power of one or more HARQ processes.
