PURPOSE: A home health care monitoring device and a method thereof are provided to detect an abnormal action of a monitoring target person regardless of a mental state or the existence of consciousness of the person. CONSTITUTION: An input unit(110) obtains an infrared image sequence from an infrared camera. An object detector(120) generates silhouette images including object areas from frames of the obtained infrared image sequence. An object tracking unit(130) accumulates the object areas into the silhouette images for a fixed time. The object tracking unit generates a temporal template image including motion information for tracking an object.
