PURPOSE: An O/W type silicon emulsion composition is provided to obtain an O/W type emulsion of stable phase in spite the composition has high available ingredient content, to have high storage stability in high temperatures, and to have excellent air-permeability, glossy, and softness. CONSTITUTION: An O/W type silicon emulsion composition comprises a non-reactive polysiloxane containing two or more silicon-bonded alkyl group per a molecule, and has viscosity of 10,000-150,000 centipoise at 25 °C, a non-ionic emulsifying agent of which HLB value is 15 or more, a thickening additive, a pH controlling agent, and water. The thickening agent is xanthan gum. The pH controlling agent is acetic acid.
