PURPOSE: A scribing cutting wheel and a method for manufacturing and recycle of the cutting wheel is provided to obtain high quality recycled scribing cutting wheel by polishing the edge part of the scribing cutting wheel using a non-pressure contacting method. CONSTITUTION: A scribing cutting wheel and a method for manufacturing and recycle of the cutting wheel comprises the following steps: installing a cutting wheel(10) in a motor(140) and maintaining an oblique side of a cutting blade portion(12) as horizontally; installing a reaction force tool(150) at the upper part of the motor; contacting the cutting edge part to a grinding member(121); and processing the grinding member and cutting wheel using a pressureless method while rotating. In the cutting edge surface of the scribing cutting hole, protrusions and grooves having a concavo-convex shape are placed at predetermined intervals.
