PURPOSE: A vegetation mat capable of freely changing the shape by the site application, and a producing method thereof are provided to settle roots of vegetating plants to the natural ground around a river, and to grow both a monocotyledon and a dicotyledon. CONSTITUTION: A vegetation mat is obtained by successively laminating coconut fibers(1), a pulp sheet(2), a first vegetation unit layer(3), a water-soluble film(4), a second vegetation unit layer, sponge-gourd fibers(5), and a grid(6), and by sewing the entire laminated structure with a natural fiber yarn. Dicotyledon seeds are attached to the first vegetation unit layer. The thickness of the sponge-gourd fibers are 2-3mm, and have plural small holes and cut-out gaps.
