PURPOSE: A DALI(Digital Addressable Lighting Interface) communication based light control device and a method thereof are provided to control one or more DALI ballasts by a DALI master using DALI communication. CONSTITUTION: A management server(13) generates control information based on the information from a user. A DALI master(12) is connected to the management server by wired and wireless communication. The DALI master generates a control message based on the control information. A DALI ballast(11) is connected to the DALI master by DALI communication. The DALI ballast operates a lighting device by using the control message.
