PURPOSE: A polyurethane binder is provided to have excellent workability and constructability, while maintaining inherent properties of a rubber chip, and to provide a floor material with excellent weatherability and mechanical properties. CONSTITUTION: A polyurethane binder comprises 200-400 parts by weight of polyisocyanate, 400-800 parts by weight of polyol, and 0.1-5 parts by weight of reactive UV absorber. The polyisocyanate comprises a mixture of 100-200 parts by weight of 4,4'-diphenylmethane diisocyanate, and 2,4'-diphenylmethane diisocyanate, and 100-200 parts by weight of carbodiimide-modified 4,4'-diphenylmethane diisocyanate, and has NCO content of 4-10 weight% and has viscosity of 1,000-4,000 (cps/25°C).
