PURPOSE: A fuel activating device having a carbon ball or block is provided to reduce environmental pollution by maximizing the amount of air and minimizing fuel consumption. CONSTITUTION: A fuel activating device(10) having a carbon ball or block comprises one or more fuel activating tanks, a mesh porous plate, an ultrasonic transmit module, and an ultrasonic oscillation module. The mesh porous plate is formed inside the fuel activating tank. The carbon ball or block is installed on one side of the fuel activating tank. The ultrasonic transmit module applies ultrasonic waves to the fuel for activating a combustion engine. The ultrasonic oscillation module delivers the ultrasonic waves to an ultrasonic generating module.
