PURPOSE: An underwater apparatus for installing a foundation structure of a generator for generating power using wind and tidal currents and an installation method of a foundation structure using the same are provided to stably balance a foundation structure even if a seafloor is uneven. CONSTITUTION: An installation method of a foundation structure using an underwater apparatus for installing a foundation structure of a generator for generating power using wind and tidal currents is as follows. An underwater installation system(1) is coupled to a foundation structure(100). The foundation structure is arranged on a seafloor. The foundation structure is balanced by expanding and contracting balancing jack devices(13). A cylindrical structure is formed between the bottom surfaces of masses(103) and the seafloor by injecting a grout material into an expansion member and expanding the expansion member. A column-shaped support structure is formed by filling the center space of the cylindrical structure with a grout material.
