PURPOSE: A leakage detecting device is provided to rapidly detect leakage by compulsively discharges a coupling capacitor through a first discharge circuit and shortening next pulse rising time. CONSTITUTION: A pulse generator(2) supplies a pulse to a coupling capacitor(C1). A voltage detector(6) detects voltage of the coupling capacitor. A leakage determining unit(7) compares the detection voltage of the voltage detector with a threshold. The leakage determining unit determines the leakage of a DC power supply(B) based on a comparison result. A discharge circuit(3) operates during a predetermined time after the pulse descends and compulsively discharges an electric charge of the coupling capacitor. The pulse generator increases a new pulse after a predetermined time passes.
