An engine (100) is stopped when previously determined stop conditions are met. A motor (220) of a starter (200) is driven and the engine (100) is started when previously determined start conditions are met. When a voltage of a battery (120) that supplies power to the motor (220) becomes lower than a threshold value (VS), while the motor (220) is being driven, the stop of the engine (100) is limited afterwards. The threshold value is set higher for higher engine revolution speed (Ne) for driving the motor (220).
