<P>PROBLEM TO BE SOLVED: To provide a conductive roller that forms images without fogging in a low-humidity environment, and an image forming apparatus. <P>SOLUTION: Provided is a conductive roller 1 comprising an elastic layer 3 formed on an outer peripheral surface of a shaft body 2, and an urethane coat layer 4 formed on the outer peripheral surface of the elastic layer 3. The urethane coat layer 4 contains an urethane resin, and 1-20 parts by mass of phosphonium-based ionic liquid relative to 100 parts by mass of the urethane resin.
