A video encoding method using a plurality of reference pictures comprises: a step (300) for selecting whether or not a resistance picture reference scheme is to be used in video encoding; a step (302) for writing a parameter indicating the above selection in a header of an encoded video bit stream; and a step (304) for encoding a picture by intra-picture prediction using the result of the selection.
