<P>PROBLEM TO BE SOLVED: To provide a TV conference system that reduces the load of the entire system. <P>SOLUTION: A TV conference system 50 comprises: terminals A and B each having a display 1, a terminal encoder 3, and a terminal decoder 5; and a server 6 having server decoders 8 and 9, an image synthesis module 10, server encoders 13 and 14, buffers 11 and 12, and image analysis modules 15 and 16 that determine foreground and background of the image decoded by the decoders 8 and 9 and generate image map information.
