PROBLEM TO BE SOLVED: To distribute advertisement information generated as needed with intention consistent between a providing side and a receiving side of the advertisement information.

SOLUTION: A user DB 113 stores and retains user registration information that includes instruction information for accepting provision of advertisement depending on a user's purpose and distribution destination information showing a distribution destination of the advertisement. A distribution destination extraction part 104 extracts the user registration information having instruction information that meets condition information associated with provision of advertisement information included in the advertisement information that is accepted through a communication I/F 102 and stored in a time sale information file 103 from the user DB 113. A sale information transmission control part 105 performs control so as to notify a communication terminal specified by the provision destination information of the extracted user registration information of generation of the advertisement information.
