<P>PROBLEM TO BE SOLVED: To provide a developing device, a process cartridge, and an image forming apparatus preventing image thinning in a rear end of a solid image by imparting sufficient electrification charges to toner. <P>SOLUTION: The developing device 13 uses a single-component developer in an electrophotographic system and includes a developer carrier 134 that carries and conveys the single-component developer, a first supply member 137 that is in contact with the developer carrier 134, and a second supply member 138 that is in contact with the first supply member 137. The device also includes a regulating member 136 that is in contact with the developer carrier 134 to form a toner thin layer and charges the toner.
