<P>PROBLEM TO BE SOLVED: To prevent the operation of a facility situated farthest using house low-pressure steam from being impacted even if a fall in steam pressure is caused in the facility situated farthest using the house low-pressure steam, when a facility steam priority mode is selected. <P>SOLUTION: When the facility steam priority mode is selected, steam pressure signals on a side of the facility situated farthest using the house low-pressure steam are kept monitored continuously.
